I saw this video a long time ago (link at the bottom) and I thought for sure it be being developed by Apple, or at tiniest licenced by Apple, now I've be seeing all this stuff going on for Microsoft Surface which looks the exact same. Are they working together or what? whats the deal?

No. This be designed completely in-house by Microsoft, with no cooperation near any other computer manufacturers.
The troop that worked on the X-Box worked on Surface.
Apple and Microsoft are not working together. only just borrowing ideas from one another.
