You CPU usage is high because of the the amount of processes running when you play a video. There could be up to five programs trying to play the video and looking. Each one of the programs also search for updates when loaded.
You need to cut down on the number of process. This happen because of something called svchost.exe. This stands for host of services. So when you play a video this process loads a collection of services, tons unrelated to running the video in interview. SO, by cutting down on the services you can cut down on the amount loaded when the video is played. Here is how you can control the amount of unneccessary services.
Here is how:
Disable the amount of services running in the background-- You can do this by altering your computer configuration. Here is how:
1. Open your Start menu.
2. Click Run
3. In the command peak type msconfig.exe
4. In the system configuration utility,click either service or startup tab
5. Uncheck adjectives programs that your are no longer using.
6. Click OK

If you aren running anything older than a pentium 4 afterwards im afraid this is going to happen. If not afterwards I suspect your RAM needs increasing. As a rule a minimum of 512mb for playing video files.
